he two-day event organized by ONF is participated by more than 600 people, including many physicians, researches and pharmaceutical manufacturers. The initiative to organize such a representative forum dedicated to health care was put forward by ONF president and leader Vladimir Putin at the end 2014. "Rossiyskaya Gazeta" covers the event.

In his report on health issues, the co-chair of the ONF headquarters in the Trans-Baikal Territory, Honored Doctor of Russia Nikolay Govorin said that the problems with primary care are those about which people are now concerned most of all, namely, queues in medical institutions and poor organization of patient visits. According to him, against the background of population growth the number of visits to doctors decreased in 2014 compared to 2013 by 7.7 million. At the same time, the number of denials to provide first aid went up by almost 22 percent. Govorin also drew attention to the problems with drug supply.

"About 51 percent of patients surveyed by ONF in March-April, said that subsidized medicines are not always available in pharmacies, people have to wait for delivery, be included in waiting lists, or look for necessary drugs somewhere else," Govorin said. In addition, the Government has fulfilled less than a half of the presidential orders, aimed at reforming the health care system. "Beginning from 2012, the President gave 185 such orders. To date, only 69 orders were fulfilled and there supervision was cancelled accordingly, of the total 108 orders with expired deadline," Golovin informed the audience. Minister of Health Veronika Skvortsova said that she understands the criticism from ONF, and expressed a desire to work together with ONF activists to improve the health care system. However, she did not agree with the allegation that the assortment of drugs from the list of essential drugs became smaller. The ministry, she assured, monitors the situation on a regular basis.

"The list of essential drugs is usually reviewed annually. If we see that some drugs should be additionally protected, they will be included in the list," the Minister promised. Meanwhile, Tyumen Region, the Altai Republic, the Chechen Republic and Tomsk region became the leaders of the rating "Quality and accessibility of medical care in Russia" prepared by experts from ONF and independent fund "Zdorovie" (Health).
The interactive map was prepared based on 11 health care indicators provided by Rosstat (Russian Federal Service of State Statistics) and indicators of territorial programs on state free medical care guarantees for 2013 and 2014. These indicators were compared with data available at the Rosstat website, as well as sent to ONF by regional health authorities. Over the year, the regions which lost their positions most of all are Bryansk and Kaliningrad regions and the Jewish Autonomous Region.

"As a rule, the improvement of annual indicators in the regions was due to proper management decisions taken by local policy makers. We hope that our map will help regional leaders to comprehensively analyze the situation, and this will improve the quality and accessibility of health care," said Director of "Zdorovie" Fund Eduard Gavrilov. He promised that in the near future the interactive map will become available on the website of the Fund. Results of the first day of discussions will be summarized tomorrow at the plenary session of the Forum. It is planned that the proposals of the expert community will be generalized and forwarded to the relevant ministries and agencies.
